The French government has published Decree No. 2024-1023, which makes solar installations mandatory on parking lots larger than 1,500 m².
The provisions define how the areas to which the rule applies are to be calculated. They outline exemption criteria and establish penalties for non-compliance.
Parking garages larger than 10,000 m² must be equipped with solar carports by July 1, 2026, while parking garages between 1,500 m² and 10,000 m² have until July 1, 2028.
At least 50% of the parking areas, including the lanes, must be covered with awnings or green canopies. Non-compliance may result in annual fines of up to €40,000 ($42,160) until the issue is resolved.
In addition, the decree revises construction permits for ground-mounted solar installations and renewable energy canopies.
Exceptions apply to parking lots where technical limitations, such as soil composition or slope, make solar installations infeasible. Locations with major natural, technological or civil security risks, or locations where dangerous goods are handled, are also excluded from the mandate.
